Francilia Wilkins Rahim is the CEO and Founder of R.F. Wilkins Consultants, Inc., a full-service development and management consulting firm dedicated to providing a comprehensive suite of project management services to drive the success of the nation's businesses.

Mrs. Wilkins Rahim is a staunch advocate for diversity in procurement, development, and management. She is a sought-after speaker on equity and inclusion, minority & women business development, and the diversification of corporate America. Francilia was awarded with “Next Generation Builder” by the Women’s Builder’s Council, 2019 MWBE Executive of the Year by the New York Tri-State Chapter of the National Association of Minority Contractors, 2021 Power Woman of Queens by Schneps Media, and 2022 Emerging Leader in Diversity & Inclusion, Crain’s Excellence in Business Awards.

Francilia holds both a Bachelor of Science in Finance as well as a Master of Business Administration in Marketing from St. John’s University. She holds an Executive Business Certificate from the Wharton School of Business, University of Pennsylvaniva.
